Beginning in 2020, the IDFPR is solely responsible for the Illinois Cannabis Regulation and Tax Act that administrates multiple aspects under the “Adult Use Cannabis Program” which includes the licensing along with general oversight of dispensing organizations, dispensary agents, and the RVT-authorized providers.
Founded in 2002, ASA has become the largest national organization of patients, medical professionals, scientists, providers, and concerned citizens promoting safe and legal cannabis access for therapeutic use and research. Upon RVT completion, we’re thrilled ASA is offering a complimentary annual membership that’s extended to cannabis dispensing agents who complete this training within ninety (90) days of employment and annually thereafter as laws mandate retraining every year.
Agents will master essential knowledge from properly checking purchaser identification, state laws relating to dispensing cannabis, identifying signs of impairment, any physiological effects, safety and security measures, and any public health concerns due to human consumption. IDFPR has developed RVT to be completed annually as mandated by the Illinois Cannabis Regulation and Tax Act (ILCS 705 Section 15-40) laws and those who fail to comply will have their “agent status” suspended, permanently revoked, or may face other disciplinary action (ILCS 705 Section 15-145) by the cannabis industry regulators.
Illinois’ RVT program was established by the IDFPR to authorize training providers to programmatically deliver state-mandated compliance education for adult-use or medical cannabis dispensing organizations whose owners, managers, employees, and agents must operate in compliance. Agents will review public health concerns and cannabis use safety issues, including cannabis dispensary agent responsibilities to help protect cannabis consumers, ensure industry workers are compliant, and not risk licensed operations from being shut down for not complying by maintaining their IDFPR “Responsible Vendor” designation.
By completing this RVT program, cannabis dispensing agents will develop an advanced understanding of governance requirements for product manufacturers, cannabis retailers, medical treatment centers, craft cooperatives, delivery couriers, research facilities, testing and standards laboratories along with microbusiness licenses operating in Illinois’ cannabis industry. We’re supporting the advancement of Illinois’ cannabis industry through this partnership with ASA by ensuring compliance by delivering agents a memorable micro-learning format.
Illinois law requires Responsible Vendor Training (RVT) to be completed (Sec. 15-40(i) – Cannabis Retail Sales Training Requirements) for every agent involved in handling cannabis or selling infused-products at adult-use & medical cannabis dispensing organizations. It’s required within ninety (90) days of employment & it’s required to complete every year annually thereafter an approved Illinois-specific RVT program that’s at least two (2) hours of instruction time approved by the Illinois Department of Financial and Professional Regulation (IDFPR).
Upon the successful completion of the RVT program, IDFPR-approved providers shall deliver proof of completion either through mail or electronic communication to the dispensing organization, which shall retain a copy of the certificate. The license of any adult-use or medical cannabis dispensing organization whose owners, managers, employees, or agents fail to comply may have their license suspended, permanently revoked (ILCS 705 Section 15-145), or may face other disciplinary action by the IDFPR.
