Cannabis legalization can be broken into two parts: medical and recreational. Medical legalization means that a cannabis patient can access medical cannabis if they receive the proper documentation from a doctor and follow the specified government protocols. Recreational legalization means that anyone over a regulation-specified age can purchase cannabis from a licensed retailer with a valid Identification (ID). Legalization as a whole means that a person cannot be arrested, ticketed, or convicted for cannabis consumption, purchase, or ownership if that person is following all necessary rules and laws.

One legalization proposal that was widely discussed recently[when?] was the DREAM Act.
