Any material used in the packaging of cannabis and cannabis products. Packaging materials should be referred to as primary and secondary according to whether they are intended to come into direct contact with the product. The packaging does not include any shipping container or outer materials used solely for the transport of cannabis goods in bulk quantity.

Package labeling (American English) or labelling (British English) is any written, electronic, or graphic communication on the package or on a separate but associated label. Many countries or regions have regulations governing the content of package labels. Merchandising, branding, and persuasive graphics are not covered in this article.
