\”American Samoa is one of the few U.S. territories where cannabis remains entirely illegal. Both recreational and medical cannabis are prohibited under local law. The territory adheres to strict anti-drug policies, and the possession, sale, or use of cannabis can result in severe penalties, including imprisonment and hefty fines. While the global shift toward cannabis legalization has reached many parts of the U.S., American Samoa has remained firm in its opposition to reform. Cannabis is considered a Schedule I substance in the territory, similar to federal law in the mainland U.S.
Despite growing global conversations around the medicinal benefits of cannabis, there has been little movement within the territory to consider medical cannabis legislation. The territory\’s government maintains that any changes to drug policy should prioritize public health and safety, and they have expressed concerns about the potential for abuse and social disruption. As of now, there is no indication that American Samoa will move toward cannabis reform, and it continues to maintain one of the strictest stances on cannabis in the Pacific.\”
