\”Virginia made significant strides in cannabis reform in recent years, becoming the first southern state to legalize recreational cannabis. In 2021, the state passed legislation allowing adults over 21 to possess up to 1 ounce of cannabis and cultivate up to four plants per household. This marked a historic moment, as Virginia shifted away from its traditionally conservative stance on cannabis. While possession and home cultivation are legal, the commercial sale of cannabis is not yet fully operational, with retail sales expected to begin by 2024, pending the establishment of a regulatory framework.
Virginia also has a medical cannabis program that allows patients with qualifying conditions to access cannabis products through licensed dispensaries. The state has placed a strong emphasis on social equity, with provisions to expunge past cannabis convictions and ensure that communities disproportionately impacted by cannabis prohibition have opportunities in the legal market. Virginia’s progressive approach to cannabis reform is expected to influence other states in the region as it moves forward with full legalization.\”
