Responsible Vendor Training (17.15.05(§E))

The Maryland Cannabis Administration (MCA) developed an application process for a person who needs approval to conduct an RVT program. A Responsible Vendor Training (RVT) program is required in addition to the training requirements under “Training” (14.17.15.05(§A)) you’ll find referenced below. The application process identifies the proficiency of its training components, including:

  • Detailed Program Schedule and Training Time
  • Program Standards and Training Evaluations
  • Curriculum Materials Providing Accurate Information:
    • Required License, Registration, and Other Business Authorization
    • Age Requirements, Patient Registration, and Other Acceptable Identification Cards
    • Serving Size Information, Tetrahydrocannabinol, Other Cannabinoid Potency, and Impairment
    • Record Maintenance
    • Patient Privacy Protection
    • Prohibited or Unlawful Acts
    • Administrative or Criminal Liability
    • State/Local Licensing and Enforcement
    • Statutory/Regulatory Employee and Owner Requirements
    • Cannabis and Product Sale Transfer, or Delivery Regulatory Requirements

Responsible Vendor Training (RVT) program applications approved by the MCA are registered for three (3) years from the date of approval. A fee is assessed for RVT program applications, registration, and renewal along with anyone offering an MCA-approved program who cannot have ownership or control of any cannabis license. A person offering an RVT program will

  • Maintain Four (4) Years’ Records
  • Make Training Records Available (Upon MCA Request)

Training (14.17.15.05(§A))

The Maryland Cannabis Administration (MCA) requires all licensees to train registered agents on the following:

  • Federal and State Regulations, Along With Other Cannabis Laws Pertinent For Agent’s Responsibilities
  • Standard Operating Procedures (SOPs)
  • Alcohol and Drug-Free Workplace Policy
  • Diversion Detection and Prevention
  • Security Procedures
  • Safety Procedures (Including Responding):
    • Medical Emergency
    • Fire
    • Chemical Spill
    • Threatening Events:
      • Armed Robbery
      • Invasion
      • Burglary
      • Other Criminal Incidents

The licensee will retain training materials and attendance records so they’re available for inspection by the Maryland Cannabis Administration (MCA). Registered agents will also be required to complete a Responsible Vendor Training (RVT) program that:

  • Meets Minimum Requirements
  • MCA Registration Required
