Missouri Cannabis Facility Employee Training
The Missouri Facility Employee Training Certification is an essential program designed for employees, contractors, and volunteers in the medical and marijuana facilities of Missouri. This training is mandated to ensure strict adherence to state regulations, focusing on essential areas such as security, safety, operational procedures, and compliance with departmental rules. The key components of this training include a thorough understanding of the security measures and controls to prevent diversion, theft, or loss of marijuana products, tailored according to each employee’s specific role in the facility.
Participants are also educated on the proper use of the state-wide track and trace system, aligning with their job responsibilities to ensure accurate tracking and management of marijuana products. A significant part of the training is dedicated to preparing staff for emergencies, including severe weather, fire, natural disasters, and unauthorized intrusions, ensuring effective and timely responses to such events. Furthermore, the program covers the safety and sanitation procedures of the facility, reinforcing the importance of maintaining a safe and hygienic environment.
Compliance with the Department’s rules and guidance forms a critical aspect of the training, especially as it pertains to the employee’s duties. This includes comprehensive coverage of all processes and procedures used at the facility, providing employees with a complete understanding of their operational responsibilities. For those working in transportation and dispensary roles, the training extends to standards for maintaining the confidentiality of marijuana-related information and procedures for verifying the identity and age of consumers, qualifying patients, and primary caregivers.
Dispensary employees receive additional specialized training. This includes verifying purchase limitations, understanding the various effects and effectiveness of different marijuana strains available for purchase, recognizing the expected timeframes for the effects based on different methods of use, and procedures for ensuring lawful age compliance in marijuana product purchases. To ensure effectiveness and compliance, all required employee training must be completed within one week of an individual beginning work at a licensed facility or when new or modified SOPs are implemented.
All required employee training shall be completed no later than one (1) week after an individual begins work at a licensed facility or performs activities covered by a new or modified SOP. Licensees must make all training records available for review during inspections.
Under Article XIV, Sections 1 and 2 of the Missouri Constitution, the Department of Health and Senior Services has the authority to regulate and control medical and marijuana facilities. This rule explains what training all medical and marijuana facility licensees are required to provide to employees.
- The use of security measures and controls that have been adopted by the licensee for the prevention of diversion, inversion, theft, or loss of marijuana product, as applicable to the employee’s duties (100-1.080(1A).
- Proper use of the state-wide track and trace system, as applicable to the employee’s duties (100-1.080(1B).
- Procedures for responding to an emergency, including severe weather, fire, natural disasters, and unauthorized intrusions (100-1.080(1C).
- The safety and sanitation procedures of the facility, as applicable to the employee’s duties (100-1.080(1D).
- Department rules and guidance as applicable to the employee’s duties (100-1.080(1E).
- All processes and procedures used by the facility that are applicable to that employee’s duties (100-1.080(1F).
- Transportation and dispensary licensees must ensure employees responsible for assisting customers or handling customer purchase records are trained in standards for maintaining the confidentiality of information related to the use of marijuana product and in procedures for verifying the identity and age of consumers, qualifying patients, and primary caregivers (100-1.080(1G).
- Dispensary licensees must ensure that employees responsible for assisting customers are trained in the following: 1. Procedures for verifying purchase limitations of consumers, qualifying patients, and primary caregivers; 2. The differences in the purported effects and effectiveness of the strains of marijuana available for purchase at their dispensary and the methods of their use; 3. The expected timeframes for individuals to feel the effects of marijuana product based on their chosen method of use; and 4. Procedures for verifying a purchaser of marijuana product is of lawful age (100-1.080(1H).
