Hawaii
Hawaii made history in 2000 by becoming the first state to legalize medical cannabis through legislative action, rather than a voter initiative. It wasn’t until 2015 that the Legislature approved a regulated system for cultivation and retail. The state has experienced consistent growth in both patient numbers and sales, although the pace of sales growth is now slowing. There are no established Hawaii Cannabis Training laws at this time.
