Vermont
Vermont legalized medical cannabis in 2004 and recreational cannabis in 2018. The state allows adults to possess and cultivate cannabis for personal use. Retail sales of recreational cannabis began in 2022, regulated through a state licensing system. Board Rule 2.2.5(b)(i-v) and 2.2.5(c) require that all customer-facing employees of retail cannabis establishments complete Vermont Cannabis training.
