The NY Product Safety & Responsibility Certification provides thorough comprehension and application of the policies, procedures, and regulations formulated to guarantee that medical cannabis is delivered safely and effectively to its designated users.
Under the guidance of the Office of Cannabis Management (OCM), this regulatory framework seeks to craft a solid infrastructure that allows for the commercial availability of regulated cannabis. Within this regulatory context, the RVT certification is of paramount importance for registered agents, especially those operating at the forefront of New York’s cannabis market.
Completing the certification endorses professionals’ deep understanding of both federal and state cannabis laws and regulations. It also establishes their expertise in dispensary agent duties, which covers a spectrum from mastering Standard Operating Procedures (SOPs) to adopting methods for diversion detection and the prevention of cannabis theft. Security protocols, cannabis pharmacology, its key compounds, potential drug interactions, and related safety challenges will also be explored in this certification.
Learners will uncover the following topics: Knowledge about product packaging and labeling emphasizes the criticality of compliant presentation and labeling in line with regulatory directives. Strategies for the prevention and detection of diversion are highlighted to ensure cannabis products reach the targeted audience while minimizing potential diversion scenarios.
Attaining this certification ensures adherence to the compliance standards as set forth by the OCM. Recognizing the dynamic nature of the cannabis industry, the certification is crafted with an emphasis on continuous learning. Hence, licensed dispensaries in New York are obligated to have their staff undergo this training on an annual basis.
Licensees shall provide all managers, employees, contractors, volunteers, or persons otherwise performing activities under a licensee’s authorizations, within thirty (30) days of starting to perform licensed activities and at no cost to the recipient, a Responsible Workforce Training, which shall consist of required elements and be made available in English and the primary language of all recipients.
Licensees shall provide an abbreviated version of this training to employees planned to be performing activities under a licensee’s authorizations for fewer than 30 days, as appropriate. The Office shall issue determinations pertaining to the appropriate abbreviation of Responsible Workforce Training for such individuals.
- The Responsible Workforce Training shall include a Cannabis Product Safety and Responsibility course as determined by the Office (Section 125.5(c)(1)).
- A Cannabis Workforce Responsibility course as determined by the Office (Section 125.5(c)(2)).
- Implicit bias training or cultural competency training that lasts at least one (1) hour (Section 125.5(c)(3)).
- At least two (2) hours of other training intended to assist employees in conducting the license's licensed activities in a manner which protects employee and public safety (Section 125.5(c)(4)).
- Trainings shall happen during the employee's work hours and the licensee shall pay the employee their usual rate of pay while completing any required training (Section 125.5(d)).
- Licensees shall provide the written operating procedures and employee handbook from the licensee's operations plan to employees during Responsible Workforce Training. The written operating procedures and employee handbook shall be made available at the licensed premises to employees at all times (Section 125.5(e).
