As a registered cannabis agent in Maryland, you are required to complete the Responsible Vendor Training (RVT) program annually as mandated by COMAR 14.17.15.05(E)(2) and the Alcoholic Beverages and Cannabis Article, §36-1001(C), Annotated Code of Maryland. This program provides comprehensive training on critical regulatory aspects, including licensing protocols, age verification, record retention, privacy requirements, and legal liabilities related to cannabis handling and distribution.

The RVT is delivered online or through virtual classrooms, ensuring participant identity verification and interactivity throughout the certification. To pass, you must achieve a minimum score of 70% on a post-training proficiency exam per Maryland Cannabis Administration (MCA) standards to earn a certificate demonstrating compliance with state regulations.

To be recognized as a “Responsible Vendor”, establishments must ensure that all new staff involved in cannabis sales and handling complete the Responsible Vendor Training within their first 90 days of employment. To retain this status, all staff, including owners and managers, must undergo this training annually.

While administrative staff not directly involved in cannabis sales can opt for this training, it’s not mandatory. Establishments with the “Responsible Vendor” title should maintain training compliance records for a minimum of four years, accessible to the Commission and other relevant authorities during regular business hours.

The Cannabis Control Commission (CCC) mandates that agents undergo specific training before starting their roles.

This training, tailored to each job’s unique responsibilities, consists of eight hours annually. This includes a minimum of four hours in the “Responsible Vendor Basic Core Curriculum” and an additional eight hours from the “Responsible Vendor Advanced Core Curriculum” annually, ensuring participants achieve at least a 70% grade in assessments.

These trainers operate independently. Anyone affiliated with a Responsible Vendor Training program shouldn’t have a significant stake in a licensed establishment to avoid conflicts of interest. To become certified, these trainers must submit their training materials for Commission approval. They also need to stay informed about federal and state regulations and submit their training biennially for reevaluation.
While the Massachusetts Cannabis Control Commission’s application requires the training location, our base is in Denver, Colorado, USA.
The certified training encompasses Massachusetts law requirements and other Commission-specified topics. The “Responsible Vendor Basic Core Curriculum” spans at least four hours, culminating in a test where participants must score at least 70%. Online courses have mechanisms to prevent content skipping, and Commission representatives can randomly inspect in-person sessions and monitor online ones. Certification also requires real-time, interactive sessions where instructors can verify participant identities.
The training should be finalized within the initial 90 days of joining a licensed establishment. Any training outside this period won’t comply with the Cannabis Control Commission’s standards.
It’s an annual requirement. Our program, which lasts four hours, is part of the eight-hour annual mandate set by the CCC.
Participants need to achieve a minimum of 70% on a written test. Non-English speakers can opt for a verbal test, but it must align with the written version. While multilingual training is encouraged, it’s not compulsory. This foundational curriculum, designed for all marijuana establishment agents, covers various topics, including cannabis effects on the body, diversion prevention, METRC Tracking System, ID verification, and other Massachusetts-specific laws. The Cannabis Control Commission may also introduce additional topics as needed.

This advanced curriculum builds on the basic one, covering areas like cannabis cultivation, retail dispensary operations, delivery, laboratory science, energy consumption, social justice, and more. The CCC might introduce new topics over time.

Beyond the basic curriculum, delivery agents must also undergo training on safe deliveries, ID checks, cash handling, product security, compliance investigations, and more, as determined by the CCC.

Establishments processing cannabis must adhere to specific standards, ensuring the product is free from contaminants, handled with food-grade equipment, and meets all sanitary requirements.
