New Jersey Cannabis Delivery Handler Certification
In New Jersey, cannabis delivery is allowed (N.J. Stat. § 24:6I-44) and every cannabis delivery service must secure a Cannabis Delivery License (Class 6) issued by the New Jersey Cannabis Regulatory Commission (NJ-CRC). Additionally, individuals who handle cannabis deliveries must obtain a Personal Use Cannabis Handler Certification as required by N.J. Stat. § 24:6I-44. These regulations ensure that cannabis items and related supplies are transported securely and delivered with the utmost care while adhering to state guidelines.
The CRC require individuals applying for a certification to successfully complete a course that provides training on checking identification, detecting intoxication, handling cannabis and items, statutory and regulatory provisions and other topics deemed necessary to protect the public health and safety. With the legalization of personal-use cannabis and the increasing acceptance of medical cannabis, the demand for trained professionals to oversee deliveries has never been higher.
The certification program provides the essential training needed to understand and comply with state laws governing cannabis delivery, including verifying identification, detecting signs of intoxication, maintaining secure transport conditions, and adhering to public health and safety standards. It also ensures that cannabis handlers are prepared to meet the specific needs of both medical patients and recreational consumers. As part of this certification, individuals undergo a comprehensive training course provided or approved by the NJ-CRC.
This certification includes critical topics such as state and local laws on cannabis delivery, best practices for handling and securing cannabis products, and the proper procedures for record-keeping and reporting. The program ensures that certified cannabis handlers are equipped to manage every aspect of the delivery process, from ensuring secure transport in vehicles with lockboxes and GPS tracking to maintaining detailed delivery logs that document every transaction.
The certification is required for anyone participating in the delivery of cannabis items, whether working directly for a licensed cannabis retailer, an authorized delivery service, or as part of a contracted operation. Certified handlers are responsible for transporting cannabis products only to residential addresses within the state and must comply with strict rules, such as maintaining constant communication with the dispatch team and ensuring that deliveries are completed efficiently and securely.
An individual who performs work for or on behalf of a person who holds a license must have a valid certification issued by the commission under this section if the individual participates in the possession, securing, or selling of cannabis or cannabis items at the premises for which the license has been issued & the recording of the possession, securing, or selling of cannabis or cannabis items at the premises for which the license has been issued, or the transportation of cannabis or cannabis items between licensed cannabis establishments or testing facilities, or delivery of cannabis items to consumers.
- The commission may require an individual applying for a certification under this section to successfully complete a course, made available by or through the commission, in which the individual receives training on: checking identification; detecting intoxication; handling cannabis and cannabis items; statutory and regulatory provisions relating to cannabis; and any matter deemed necessary by the commission to protect the public health and safety. The commission or other provider may charge a reasonable fee for the course (C.24:6I - 44d(1)(a)).
- The commission shall not require an individual to successfully complete the course more than once, except that the commission may adopt regulations directing continuing education training on a prescribed schedule (C.24:6I - 44(b).
