New Jersey Medical Cannabis Handler Certification
The New Jersey Medical Cannabis Handler Certification is mandated under C.24:6I-7(j) of the New Jersey Statutes, requiring all owners, directors, officers, and employees of medical cannabis cultivators, manufacturers, dispensaries, and clinical registrants to complete at least eight hours of annual training tailored to their specific roles. Training ensures compliance with state regulations, confidentiality standards, and operational best practices, establishing the state’s commitment to professionalism, security, and patient care with medical cannabis.
In compliance with C.24:6I-7(j), this certification equips handlers to navigate the complexities of medical cannabis operations while adhering to the highest standards of care and security. The program provides essential training in areas such as maintaining confidentiality, secure handling of medical cannabis, and comprehensive record-keeping. Participants will learn to document every delivery and dispensation of medical cannabis, including details like delivery dates, times, locations, patient or caregiver information, and handler certification numbers.
The program also addresses New Jersey’s rigorous security requirements outlined in C.24:6I-7(k) and C.24:6I-47(m). Medical cannabis handlers are trained to uphold 24/7 security protocols at all facilities and ensure the safe transportation of cannabis to registered qualifying patients or caregivers. These measures include monitoring and oversight by the New Jersey Cannabis Regulatory Commission (NJ-CRC) to protect the integrity of the state’s medical cannabis program. Additionally, the certification incorporates training on inclusivity and accessibility, supporting the requirements in C.24:6I-7(j)(2).
This includes guidance on providing interpreter services for patients with visual or hearing impairments, ensuring that medical cannabis is accessible to all individuals in need. Employers are encouraged to implement these services as part of their commitment to equitable and inclusive patient care. The Medical Cannabis Handler Certification goes beyond meeting legal requirements – it is a professional standard that distinguishes certified individuals as leaders in New Jersey’s medical cannabis industry. Whether working in cultivation, manufacturing, or dispensing, certified handlers contribute to a safe, compliant, and compassionate medical cannabis ecosystem.
The Cannabis Regulatory Commission (CRC) may require an individual applying for a medical cannabis handler certification to successfully complete a course, to be made available by or through the commission, in which the individual receives training on verifying the registration status of patients, designated caregivers & institutional caregivers, handling medical cannabis, statutory & regulatory provisions relating to medical cannabis & any matter deemed necessary by the commission to protect the public health & safety. The course may comprise part of the eight (8) hours of training required for employees of medical cannabis cultivators, manufacturers, dispensaries & clinical registrants.
- Each medical cannabis cultivator, manufacturer, dispensary & clinical registrant will require the owners, directors, officers & employees at the permitted facility to complete at least eight (8) hours of ongoing training each calendar year. The training must be tailored to the roles & responsibilities of the individual’s job function, training on confidentiality & such other topics as required by the CRC (C.24:6I-7(j)(1)).
- The CRC established curricula for health care practitioners & for medical dispensaries & clinical registrants the curriculum for employees to assist in counseling patients for determining the strain & medical cannabis form that is appropriate to treat the patient’s qualifying medical condition. Employees of medical dispensaries & clinical registrants will be required to complete the curriculum as a condition of registration (C.24:6I-10(g)(2)).
