Vermont General Employee Training (CCB-Approved)
Vermont Cannabis Control Board (CCB) Rule 2.2.5(b)(vi-ix) mandates all industry employees complete a “General Employee Training” within sixty (60) days of being hired at cannabis establishments and every one (1) year annually thereafter. The mandatory CCB classes include diversity, equity, inclusion, racism, bias, human trafficking, domestic violence awareness, sexual harassment, and discrimination since cannabis establishments must maintain written employee training records under Vermont CCB regulations (7 V.S.A. § 881).
Under Vermont law (7 V.S.A. § 865), all cannabis establishments must maintain written records of “General Employee Training” that includes all mandatory CCB classes that all cannabis license types are required to ensure educational compliance. Vermont’s cannabis establishments are under different license types (ex. cultivators, manufacturers, retailers, wholesalers, testing laboratories, and integrated licenses), but all licensees must comply with regulations for CCB classes required as part of their “General Employee Training”.
In Vermont’s cannabis laws (Chapter 033), failure to adhere to these requirements can result in the suspension of any state-issued cannabis license. Cannabis establishments must maintain written records of CCB training to ensure compliance. Each record must include the type and date of the training and be signed by the employee, ensuring transparency and accountability for annual training completion. Cannabis establishments may fulfill these obligations by conducting in-house CCB training sessions, but failure to meet all training requirements may result in a minimum one (1) day suspension.

These CCB classes are designed to exceed legal requirements set by Vermont’s cannabis laws but also make an impact on developing a more ethical, inclusive, and socially responsible cannabis industry.
All employees of a medical cannabis facility will complete training prior to the employee commencing work at the medical cannabis facility. At a minimum, the training will be in the following areas and the responsible party will ensure the continued competency of all employees, in the respective areas for which they have oversight, through continuing in-service training that is provided at least annually, is designed to supplement initial training, and includes any guidance specified by the board.
- The proper use of security measures and controls that have been adopted for the prevention of diversion, theft, or loss of cannabis, to include the seeds, any parts or extracts of the cannabis plants, and cannabis products (3VAC10-40-100(1)).
- Procedures and instructions for responding to an emergency (3VAC10-40-100(2)).
- Professional conduct, ethics, and state and federal statutes and regulations regarding patient confidentiality (3VAC10-40-100(3)).
- Developments in the field of the medical use of cannabis products (3VAC10-40-100(4)).
