As part of the employment registration, the CRC will verify that the person who is requesting a New Jersey Cannabis Business Identification (ID) Card all workers will also be required to complete a training course. When the training course can be approved, it’ll be provided by a license applicant, a license holder, or a third party that has been approved and provides education on the following topics:
- Cannabis Use, Prohibition, and Legalization History
- Common Cultivation Techniques and Strain/Cultivar Varieties
- Cannabis Chemotypes
- Packaging, Labeling, and Advertising
- Cultivation and Manufacturing Processes
- Cannabis Medical Use
- Cannabis Use and Over-Use Risks (including dependency)
- New Jersey Cannabis Laws and Rules
This will include training on how to recognize and address discrimination and bias, as well as how to create an inclusive culture. The CRC will also be responsible for ensuring that the cannabis industry is diverse and inclusive that’s handled the New Jersey Office of Minority, Disabled Veterans, and Women Business Development was established by the CREAMM Act to promote and facilitate a diverse cannabis market in New Jersey. Vendors will need to understand the importance of diversity and inclusion, and how to create an inclusive environment in their businesses.
Customer service is another important aspect of Responsible Vendor Training (RVT) since industry workers will need to understand how to interact with customers in a professional and courteous manner. They will also need to understand how to handle difficult situations that may arise, such as dealing with customers who are under the influence of cannabis or who may be attempting to purchase cannabis products illegally.
Vendors will need to understand the potential risks associated with cannabis use and how to mitigate these risks, this is especially important for training on the health and safety aspects of cannabis. It is essential to understand how to store and handle cannabis products, as well as how to properly dispose of any waste when working in New Jersey’s regulated market.
Every individual who works in or works with cannabis on behalf of a licensed cannabis business will need to register and will be issued a Cannabis Business ID Card. The fee for the Identification (ID) card will be twenty-five dollars ($25) every year, and prospective employees will need to complete a brief training course in order to be approved by the CRC. With proper Responsible Vendor Training (RVT), vendors will be able to provide a safe and enjoyable experience for cannabis customers, while also supporting the growth and success of the cannabis industry in New Jersey.

In addition to the OCM’s RVT program, there are also other states that have implemented similar Responsible Vendor Training (RVT) programs that New Jersey Cannabis Regulatory Commission (CRC) may have considered when developing their state compliance program.
For example, Colorado’s Responsible Vendor Training (RVT) program requires cannabis businesses to train their employees on topics such as identifying and preventing sales to minors, the health risks associated with cannabis use, and Colorado cannabis laws and regulations.
California’s cannabis industry compliance training requires Occupational Safety and Health Administration (OSHA) General Industry 30-Hour training program for supervisors that includes a comprehensive employee training curriculum, along with regular compliance inspections and penalties for non-compliance.

All of the topics listed in the Personal Use Rules and Regulations Administrative Code (17: 30–8.1) will be required and it is our hope that we’ll become an approved third-party vendor to provide state-mandated training in the future.

The CRC will most likely implement a similar certification program for cannabis operators and employees in New Jersey.
